unclear on the concept

While I was picking up my ballot, I heard a poll worker asking her if she had difficulty reading English. In completely native-English-speaking voice the woman said No, she could read English.
The poll worker told her in that case she couldn't take her ballot in the same booth with her husband. That it was a rule. She got upset and said she didn't know what to vote for with out his help. That she'd never ever heard of such a silly policy.
When told that the rule had always been there to make sure people are voting secretly for who they really want,
She fumed that the poll-workers must be Republicans.
I think I don't want that lady to vote.
